Any conditions the supplier may impose on ‘returns’ apply only when you return goods because you’ve changed your mind. Even these may not be enforceable if you bought by mail, rather than seeing the goods before buying, because here the EU distance selling regulations (DSR) kick in. You have seven days to return any goods – with a few exceptions, such as software that’s been opened and anything that was specially made for you – without a reason, and you can ask for a full refund, including the cost of delivery.

When you reject goods because they’re faulty or don’t do what you were told – however you bought them – the supplier must replace them or give you a full refund. You can’t be charged a ‘restocking fee’ or similar, and the vendor has no right to object if, for example, you’ve thrown the packaging away You must reject goods within a reasonable time’, which isn’t precisely defined. Within a few weeks of purchase, there should be no quibble about replacing or refunding faulty goods. Up to six months after purchase, any fault you point out is assumed to have been present when the goods were bought; the onus is on the supplier to prove otherwise.

After six months, the onus is on you, but that doesn’t mean the supplier should mess you about if it’s clear there’s an inherent defect. You have up to six years to return goods, but remember that products have different expected life spans, and this would be taken into account if your case came to court. Your rights are against the retailer, not the manufacturer. If you buy an Apple product from the Apple Store, the two are effectively one, which simplifies matters. Otherwise, you have no contract with the manufacturer. It’s the supplier who must respond to any complaints.

The manufacturer may, however, provide a guarantee, most commonly for the first year. This gives you the option of claiming a replacement directly, rather than going via the supplier, if the goods turn out to be faulty It’s not always a good option. Some manufacturers will offer prompt assistance; with others, the process of collecting, inspecting, repairing and returning kit can drag on. It’s often more effective to ignore the warranty and go back to the supplier under the Sale of Goods Act.

Extended warranties spread this cover over further years. There’s no difference in meaning between ‘guarantee’ and ‘warranty’ (they come from the same word in Old French). Remember, you already have the right to return faulty goods, so only pay for extra features such as accidental damage cover. With few exceptions, extended warranties sold along with goods are poor value. Third-party warranties are available from a range of insurers, so if you want a policy, shop around – but check you don’t already have cover from your card company, bank or home insurer.

Apple Care, Apple’s extended warranty and service option, is relatively attractive because of its provenance and the inclusion of technical support. Even so, it’s quite pricey and doesn’t cover damage, and the procedure for replacing items isn’t as friendly as it could be.

Talking of credit cards, use one whenever you buy anything for over Ј100. Thanks to the Consumer Credit Act 1974, the credit card company is then jointly liable. If you’re not satisfied and the supplier won’t put things right, you can complain to the card company and they must meet the supplier’s obligations. This also applies if the supplier goes into liquidation having failed to deliver your goods. Card issuers will often reject your complaint the first time, but persist: they’re liable. It’s a great form of protection, but doesn’t apply to debit cards or business purchases (although some card companies honour the same principle voluntarily). That’s why we advise using a credit card.

SOFTWARE

Traditionally commercial software came on discs in boxes and was expensive, while shareware was downloadable and cheap. The Mac App Store is the latest of many challenges to that status quo.

It’s a pretty big one, though. Apps that are sold both via their makers3 websites and in the App Store often come at the same price either way but in general the Mac App Store has pushed down average prices, and there are plenty of bargains to be found.

Don’t assume the App Store is always cheapest The apps that make up iLife 1i, for instance, are sold individually at Ј8.99, so you can get GarageBand 113 iPhoto 11 and iMovie 11 for under Ј27. That looks great value compared with the official Ј70 for the boxed version, but from vendors other than Apple, the typical retail price is Ј46, and Amazon sellers currently have it for as little as Ј13.99. However, there’s still plenty of Mac shareware available both on and off the App Store. Selected titles are discounted from their already low prices at MacUpdate Promo (mupromo.com), with deals changing daily. The same site offers occasional bundles – the recent Spring Bundle offered 10 apps for $50 (about Ј31) – so it’s worth checking periodically. Sites like tucows.com (click Mac on the home page, then set the options for Popular or Newest, Shareware or Freeware and so on) are handy to help you find apps and sort the wheat from the chaff.

Retailers such as Amazon are good for boxed software, but that means waiting for delivery. Sites such as DownloadBuyer.com offer keen prices on commercial apps that you can get immediately as long as you have a fast broadband connection. Always double- check when you’re buying a download that you’re dealing with a legal supplier of licensed products. Typing your credit card details into a scam site is a poor money-saving plan.

Free for a while

When cheap isn’t cheap enough, try free. OpenSourceMac.com lists OS X apps that are distributed at no cost, including alternative web browsers, OpenOffice.org and other productivity suites, essential media tools such as DVD ripper Handbrake and video player VLC, the superb Audacity audio editor, and graphics tools such as ArtRage and the Gimp. Just like your iPhone, your Mac can be full of free apps in no time.

Talking of iOS, you’re spoilt for choice when it comes to software bargains. Having selected a category in the App Store, you can pick Top Free to list only titles that are both free and in some way distinctive – although in exactly what way, only Apple knows. But something to watch out for is paid-for apps that are released free for a limited time. It might sound commercially foolish, but developers often see a huge upturn in sales after a free offer, as freebie users tell their friends about the great app they got. So it’s a popular tactic. The FreeAppADay app helps to root out such deals, and itself comes in either free or paid-for versions, The FreeAppADay.com Official App and FreeAppADay Store (59P) respectively.

Tweet deals

Another source of discounted or free apps is Twitter. Many software makers have active accounts, and from time to time will tweet early news of limited special offers.

A Government Niche for Translational Medicine and Drug Development

National Institutes of Health (NTH) Director Francis Collins has touched a nerve in the biomedical community with a plan to create a new center focused on translational science— his biggest initiative yet. Collins said this week that the center could be up and running a year from now, despite concerns about its cost, mission, and the fact that it could mean dismantling another NIH center.

Debate over the proposal flared at an NIH advisory board meeting on 7 Decem­ber. Nearly 20 groups and investigators sup­ported by the National Center for Research Resources (NCRR), which would be partly absorbed by the new center, expressed con­cern that existing NCRR programs might be lost. “It’s a very large organization being done on a very fast time scale, and the community that will be affected needs more time to pro­vide input,” said biochemist Mark Lively of Wake Forest University School of Medicine in Winston-Salem, North Carolina, a member of

NCRR’s advisory council, before the meeting. Despite such concerns, the board voted 12-1 to create the new center.

Shanghai Students Lead Global Results on PISA

A group of teenagers from Shanghai, China, have posted the top scores on the latest ver­sion of an international test of practical knowledge in reading, mathematics, and science. It’s the first time that students from mainland China have participated in the Pro­gram for International Student Assessment (PISA), which compares the performance of 15-year-olds from 60 nations and half a dozen so-called regional economies.

The scores from Shanghai, one of Chi­na’s 22 provinces, far surpass those of stu­dents from the top nations on previous PISA assessments, administered every 3 years since 2000. Their tallies of 600 in mathe­matics, 575 in science, and 556 in reading gave them a 38-point margin over Singapore in math, a 21-point margin over Finland in science, and a 17-point margin over Korea in reading (see tables). Singapore, which also participated in PISA for the first time, ranked in the top five in all three subjects. The test is administered by the Organisation for Economic Co-Operation and Develop­ment, which lists 500 as the average score for the 34 OECD member countries. Twelve mainland Chinese provinces participated 1 this year, but Shanghai’s are the only results I that have been released. S The 2009 PISA results show that the g United States continues to trail much of

the industrialized world and rising econo­mies in Asia. The 5233 U.S. students from 165 schools, chosen to be a representative sample, did worst in mathematics. Their score of 487 puts them in a tie for 31st place, well below the OECD average of 496. In science, U.S. students occupied 23rd place, with a score of 502 that matches the OECD average of 501. Reading was their best subject, tying for 15th with a score of500 that is statistically identical to the OECD average of493.

Australia to Test ‘Mosquito Vaccine’ Against Human Disease

In famous efforts setting one species against another, Australian scientists imported cat­erpillars to block the prickly pear a wildly invasive cactus—in the 1920s and unleashed myxomatosis on rabbits in 1950. Now they want to take biological control to the next level. In January, entomologists will start deploying a strange bacterium called Wol- bachia pipientis in an attempt to halt disease transmission by mosquitoes.

Their target is Aedes aegypti, the mos­quito that transmits dengue, a human viral disease that causes crippling joint and muscle pains. Recent studies have shown that infec­tion with Wolbachia makes mosquitoes resis­tant to the dengue virus. Now, a team led by Scott O’Neill of the University of Queensland in Brisbane wants to test whether they can spread Wolbachia in the wild by setting free small numbers of mosquitoes infected with the microbe. It should work, they say—and it did in cage trials—because Wolbachia plays weird tricks on insects’ sex lives, helping it spread like wildfire.
